Abstract


With the Social Transitional ethnic areas of social contradictions increasingly diverse and complex , international insecurity on the domestic impact of the increase of national regional security , China's ethnic minority areas and the frequency of occurrence of unexpected events showed an upward trend in the severity of harm , has an impact on ethnic minority areas and fast economic development and social stability an important factor. How to create a relatively sound public emergency management mechanism , timely and effective crisis management has become an important issue facing ethnic minority areas . Therefore, governments at all levels should enhance the ability to respond to public emergencies as an important part of learning , growing by learning new situation, the ability to respond to emergencies , to improve the ability to handle emergencies . To understand and grasp the general public emergency response requirements , one must establish a sound emergency management mechanism, namely social early warning system and emergency response mechanism , establish and improve emergency management evaluation mechanisms. The second is to strengthen the construction of laws and regulations , the emergency management work into regular, institutionalized , legal track . Third, we must establish the appropriate organization, unified , clear lines of responsibility and coordinate relevant departments to jointly deal with the matter. Fourth is to strengthen public emergency response drills and training , strengthen the public service system, improve community response to emergencies caused by fluctuations in the ability to compete and buffer , a rainy day to do all aspects of the preparatory work. Fifth, the need to strengthen the emergency information system, to further clarify and refine information reporting responsibilities , standards, procedures , timelines , channels , collaboration and other specific requirements in order to protect provides accurate , timely, comprehensive emergency management information . Furthermore, we need to strengthen the crisis in the public education and raising public awareness of self-help , rescue awareness and ability to enhance social awareness of disaster prevention and resilience
