Abstract


In the recent years, the frequent outbreaks of both human-oriented and natural disasters have caused huge losses to many countries around the world. Such hazards as earthquakes, pandemic diseases and terrorist attacks have raised the awareness of the importance of emergency management-a range of plans, structures, and arrangement established to bring together all the resources necessary to deal with the whole spectrum of emergency needs. As a winning project of Australia-China Council Competitive Projects 2009-10 granted by Australian-China Council, Department of Foreign Affairs and Trade, Australian Government, the study aims to analyze and locate Australia’s strength in emergency management and introduce the Australian experience to the public and academics in China.The study describes the features of Australian emergency management through literature reviewing and case study. First, "Risk Society Theory" by Ulrich Beck as a fundamental theoretical basis of the study is introduced, as well as four phases of emergency management:mitigation, preparedness, response and recovery. The four phase model is also used as an analysis model in the case study. The second focus is the main features of emergency management in Australia, examined through the lists of its major disasters and its definition of an emergency, and more importantly, the discussion of its legislation and organization concerning the issue. Next is the Australian practices shown in two case studies:the 2000 Sydney Olympic Games and the 2009 Victoria Bushfire. The cases differ in nature in that the former is more of human-oriented emergency highlighting management in mitigation and preparedness, while the latter activates all the four phases of emergency management as a natural disaster. The last part of the study is a conclusion of lessons drawn from Australia.Based on the discussion of main features and practices of Australia’s emergency management, the study proposes the following areas that China could learn from:first is the complete and comprehensive legislation of emergency management in Australia. Second is the full engagement of volunteers and non-government organizations in emergent events. Third is the sound institutionalization of all levels of governments in emergency management. It is expected that the discussions will to certain extent benefit the area of emergency management in China.
