Abstract

With the development of internet technology and popularization of computer network, network becomes the medium and platform of information spreading, which helps the information of hotspot events spread faster, broader and get more influence. Thus the hotspot event becomes the network emergency which is familiar to internet users, including Hide and Seek Event, Wenzhou Xinyu Event, Amoy PX Project. These network emergencies have spread both on the internet and in the realistic society, while the social life and government administration has been shocked and influenced adversely. Therefore, it is important to find the cause of network emergencies and it has great significance for government departments and media in dealing with the incident.Currently our country is in the period of social transformation, with the rapid differentiation of the social classes, the drastic change of the benefit structure, the lack of the institution supply and the aggravation of crisis of confidence, which certainly will trigger and sharpen social contradictions and social conflicts. However, it is just the real root causes of Network Emergency. At the same time, because of the laissez-faire managerial style of the network society, the lack of network dissemination regulation and the mental epidemic mechanism of Internet population, Internet emergency events happen frequently these days, which will go on happening continuously for a long time. Internet emergency event is different from the real society emergency event. The government should prefer guiding and combining various strategies to merely suppressing, which will leads Network Emergency to a right road. This thesis starts from defining the concept of network emergency, and is defined as the critical incident in the paper. Then the definition, type, characteristics of network emergency are presented, while positive effects and negative effects like sharpening social contradictions, triggering network violence and Interfering government decision-making are stated. Secondly, the thesis also works on expounding the reasons why the network emergency emerges in endlessly and normally from internet dissemination, netizens group mind and social transformation based on the theory of network social study and epidemics. Take Wenzhou Xinyu Event for example, it analyzes the four evolution stages of network emergency, and the influence from traditional media, network media, governments and opinion leader. Lastly, this thesis discusses the effective policy of prevention and coping with emergency, makes the proposes of the construction and the improvement of the legal system, the survey and management of the network technology, the rational guide of the government departments and the self-discipline of organization and Internet population.This thesis can be divided into five chapters. Chapter one introduces the research background, the selected topic significance, the research status and method. Chapter two states the definition, type, characteristics of network emergency, then analyzed its social influence from two aspects. Chapter three discusses the cause of network emergency form internet dissemination, netizens group mind and social transformation. Chapter four displays the example to summarize the evolution stages and influencing factors. Chapter five makes concrete proposes and suggestions to cope with the network emergency.
