Abstract


With the improvement and development of society , the network has become an indispensable part of our life. The“26th Statistical Report on Interact Development in China”published by China Internet Network Information Center (CNNIC) in July 2010 indicate that the network citizen has reached to 420,000,000 in China up to January December 2010,and it increased 36,000,000 comparing with the year of 2009,the Annual Growth Rate is 31.8% ,Internet penetration has up to 2.9%.Along with the dramatic development of network , the issue of network public opinion has been given attention by experts and relevant authorities. The network public opinion brings more freely space for citizens’expression, which expand the channel for public’s appeal, reporting, supervision as well as the government know the public opinion, promoting the democracy and development of society. But at the same time, it has also brought a series of problems like network violence, network rumor, network complaint and network Group Polarization etc. Many government department and government officer can not adapt to this change brought by network public opinion, they mistakenly and passively dealt with network public opinion, which led to the network group Event and it damaged the image and credibility of government greatly. During the period of promptly development of network public opinion, the issue of how to manage the government and make use of the network public opinion, has become a very serious subject faced by experts and government departments.In the paper, we study the background of network opinion and introduce the public opinion research at home as well as abroad and the domestic network opinion research. Based on the research of the formation, transmission mode and the characteristics of network opinion, we analysis the characteristics of the transmission of network opinion, its impact on the management and other problems. We also find the problem of ideology, system, method and policy regulations presented in management of network opinion, based on the research of theory study and the subject and object of network opinion management. On this basis, according to the analysis of foreign experience and some domestic typical cases, we propose the key to the guidance of network opinion.This article deems that the point of the current government manage the network public opinion successfully, they must change the traditional mode of management of public opinion and the traditional single management method of administration order, conduct the opinion through general using of law method, administration solution, self-disciplinary convention and advanced technique. And release the network citizen’s emotion through securing the network citizen’s right to know , express right and supervision right, reduce the probability of adverse network public opinion , control the network public opinion from the source. Through the network legislation, strengthening the network law enforcement, carrying out the A network real Name system and upgrading the level norm self-discipline, all of these will upgrade the government management to the governing by law of network public opinion, and also will well manage the network public opinion in nature. The level of government management to network public opinion will be upgraded with the method of respecting the development rules of network public opinion, developing the network public opinion leader, promoting the interaction of government and network citizen, strengthening the technical method of network public opinion, automatic set of“supervisor”and upgrading the political quality. Through establishing network public opinion connection system, conduction system, early warming system, crisis management system and cooperation system between government department etc, to construct multi-channel and all—round System of management of network public opinion, which will realize the normal standard of government management of network public opinion.
