Abstract

At present, China’s economic development and social transformation is rapid, the gap between rich and poor is widening, social contradictions has push out.The entire social structure has undergone tremendous change, but the Government’s capacity to govern under the new situation is not well, especially the local government’s ability. Social fairness and justice have not been fully reflected.the legitimate aspirations of many people fail to get positive or positive response of the government, leading to massive emergency in china in recent years frequently.Any mass emergencies are accompanied by a lot of rumors, rumors and mass emergencies complement each other. Rumor is the world’s oldest media, its formation is not accidental, but rather the result of a series of factors, these factors include:the state of information at the time, the local social environment and people’s psychological basis. Rumor is often a series of deep-seated problems of information through non-normal reflection of the abnormal pathway.Rumors as a social phenomenon, in different environments have different transmission patterns and mechanisms. In the Internet age, rumors of emergencies is often the formation of two positions, one realistic position, directly affect the development of the case; second network position, and expand the event focus. Mass emergencies in groups of rumors bring great negative impact on the central standing committee, or become the detonator of the event, or for the development of the waves, or to stir up trouble in the event died down.Mass emergencies in a group, because the incident involved the large number of people and bring more intense conflict, so the government is the main crack, the government must public information to counter rumors at the first time. Meanwhile, the mainstream media should be actively committed to social responsibility with the government rumor. Should also establish a critical mass awareness and legal awareness to combat rumors. Only actively cooperate in all aspects, strengthen exchanges and interaction in order to minimize the destructive power of rumors.In the dissemination of this paper under the Vision to the Weng’an incident in and the shishou incident modeled the formation of the rumors, spread, the theoretical mechanism of reflection, study and dissemination process of the originator to study the effect of mass emergencies, and related control methods proposed to reduce the negative rumors to the social impact of the government’s ability to improve grass-roots.
