Abstract


With the development of the Internet, network media as a new form of information transmission, has already deeply People’s Daily life, the Internet is becoming the main channel reflect public opinion. But because the network open, virtual sex and concealment, network characteristics such as public emergencies concomitant, also more and more "small story" in online be amplified into "big events". Therefore, strengthening the construction of network position, completes the network opinion the emergency management work, effective prevention and response networks opinion, is the current crisis party committees and governments unavoidable problems.This paper on the basis of previous studies, systematically analyzed the formation of public emergencies network process and the main characteristics of the current network, this paper studies the current situation and public emergencies of network opinion case, the emergency management exists some problems, and expounds the main reason under the new situation, to put forward the main network opinion emergency countermeasures and Suggestions, simultaneously to strengthen social management, perfecting the public opinion has conducted the preliminary detection, etc. At present, our country to network opinion the emergency management gave high attention, but because the work is still in the initial stage, coping remains to be strengthened, and the that various emergencies happen from time to tome, some even trigger and grew into the impact of poor public events, which we need to further change ideas, and constantly improve and perfect the network opinion contingency strategy system, build up the system for network supervision by public opinion with ways to realize "the Internet" become political democracy, the best means for the construction of political civilization.The study not only to network opinion the emergency management has theoretical significance, but also to improve the party and government’s ability to govern and maintaining social stability, protecting the Internet opinion management has high practical value.
