Abstract


Fiscal decentralization reform effectively mobilized the enthusiasm of local governments at all levels , promote local economic growth . Due to the growing demand of some local expenditures , fiscal revenue growth is slow, local governments can only be borrowed through the further development of the regional economy . With the rapid economic growth , local government debt has expanded each year , the risk of local debt has been posing a growing threat to the stability of the long-term development of the region's economic and social life . Local government debt , to avoid the risk of local government debt stability is of great significance to ensure economic operation of the local government and the local social life . Theory of the theory of fiscal decentralization and local government debt are reviewed from the perspective of fiscal decentralization , on the basis of the understanding of these basic theory of the structure of local government debt environment , with the central government centralization local governments under the conditions compared different ; basic functions of local governments in the conditions of fiscal decentralization , based on the analysis of local government debt demand ; the fiscal Decentralization conditions of local government debt conditions , proved that local government debt risk the possibility exists . On the basis of these theoretical framework , a rough analysis of the status of Silver City as an example of local government debt in the second chapter discusses the definition of local government debt , a statistical standards, the nature of the debt , government debt sources and purposes , the effect of local government debt , to obtain an initial understanding of local government debt . In the analysis of the nature of local government debt in Baiyin City , sources and uses of both positive and negative effects on local government , and further to explore the construction of local government debt risk index system . Selected several indicators , the use of factor analysis , derived factor scores affect the scale of local government debt . And threshold settings to determine the size of the local government debt risk in a timely manner to control the size of the debt of the local government . So the research done before the end of this article pursuant to the control of the scale of China 's local government debt related to the proposed measures .
