Abstract


West to east are the main features of the terrain China, the western region as a major source of the eastern rivers, and its ecological and environmental conditions related to the national security and stability of ecosystems, and conservation of forest resources is the most important task of protecting the west. In recent years, scholars have been committed to learning and study on forest governance successful approach and experience. Creative ecological compensation proposed for national forest governance provides a guideline. In China, this mainly in the form of ecological compensation system is also undergoing the test of practice, and gradually developed and refined. Currently being implemented, such as ecological benefit compensation fund system, natural forest protection project, returning farmland to forest project so that they promote the effective protection of forest resources, but also reflects the state of the western ecological importance of the issue and concern. However, ten years after the implementation of these policies, the effect how? What has been achieved? What difficulties facing? Academics gather more attention on the relevant aspects of foreign achievements and experience, and copy it to a Chinese work of ecological management, and The implementation of the western region specific situation and problems rarely cares. The western region of ecological problems facing the situation in other countries are very different, even with the domestic situation compared to the southeast coastal areas, there are also significant differences. This paper attempts for the western region of the specific situation, the status of implementation of ecological compensation analysis and provide crack the problem of thinking. This discussion includes the following five chapters: The first part of the introduction. The western region specific analysis of the importance of ecological compensation to collect domestic and foreign research experience and results, and briefly describes the background of the topic of this paper, research ideas and methods. The second part, the theoretical basis of forest ecological compensation and research preparation. Research related to this article defines the concept, found in a multidisciplinary theory of forest ecological compensation basis, and a brief review of forest ecological compensation in China's western development process, as discussed later expanded related pave. The third part, the western forest ecological compensation analysis of present situation and predicament. Relevant facts and data in support of our work in the western forest ecological compensation detailed analysis of the current situation, pointing out the problems with the current job plight.
