Abstract


The continuous development of the national economy today, increasingly severe environmental problems , but China's environmental protection through 20 years of development , has yielded fruitful results , but there are many problems . One important reason is due to present, China mainly for environmental management and supervision of administrative punishment mainly lack the necessary incentives , can not effectively mobilize enterprises, social protection and public enthusiasm, not guide all social forces for the Environment protection business services. Therefore, environmental protection work urgently to achieve major policy innovation, establish a sound corporate law, recycling economy , energy conservation , environmental protection, finance, watershed management and other incentives. I believe that the administrative system of incentives combined with environmental protection legal system of China's development direction of a trend. First, the definition of environmental protection in the definition of the administrative system of incentives and characteristics set forth in China's environmental protection administration incentive system of legislative situation , from the administrative implementation of the main incentives , administrative incentives implemented object , executive reward conditions for implementation and administrative procedures for the implementation of four awards analysis of the environmental aspects of administrative incentive system problems . Secondly, China's environmental protection laws in the administrative system of incentives behind the concept , administrative implementation of the conditions is not clear incentive award enforcement and administrative irregularities in the three aspects of China's environmental protection administration incentive system causes of the problem . Third, the incentive system for China's environmental protection administrative shortcomings , combined with the administration on China's environmental protection system limitations reward thinking, from the administrative implementation of the main system of incentives , administrative incentive system implementation object , executive incentive system conditions for implementation , administration awards system implementation procedures and other aspects of a comprehensive proposal.
