Abstract


Cost control , quality control and schedule control is a traditional three control engineering construction projects , project cost control as one of the three control construction project the success and ability to obtain the key to profitability , as a national highway construction one of the infrastructure , is also true . Highway construction in China , the construction cost of continued growth , but often insufficient supply of funds for construction . The contradiction between this both to the construction of highway projects produce many adverse effects , serious constraints and limitations of the healthy development of China 's highway construction . Therefore, how to control the cost of highway construction projects , to reduce unnecessary and unreasonable part is a very pressing issue . Value engineering as a combination of technical and economic scientific methods , undoubtedly is a powerful tool for enterprises to achieve the above objectives . This paper first introduces the cost structure and division of highway construction projects , and discussion should follow the principle of a highway construction project cost management , and analysis of the impact of the highway construction project cost factors . The reanalysis introduced highway construction project cost control system and control principles , several engineering construction project cost control methods . And then focuses on the application of the theory of value engineering in the highway construction project cost control problems . First a brief description of the concepts and principles of the theory of value engineering , and its work program ; then combined with China 's highway construction project cost control characteristics and existing problems , on the application of the theory of value engineering in the construction project cost control program and steps to carry out a detailed feasibility analysis . Rui Gan highway construction project , the use of value engineering theory , combined with the application of the theory of value engineering construction project cost control procedures and steps for empirical analysis. Empirical Analysis of the results showed that the application of value engineering theory in the highway construction project cost control , has a very real effect and considerable benefits .
