Abstract


Farmers' burden problem is a major people's livelihood and social and economic problems. Despite years of the party and the state has adopted a series of JiangNong huimin policy, effective. But history of theories of the formation of the error does not completely eliminate, traditional farmer burden institutional obstacles of management system did not fundamentally solve, farmers' burden problem especially the village-level burden overweight problem still is difficult issues of rural reform development and social stability. In this paper, through empirical analysis and comparative study, qualitative analysis with quantitative analysis method, combining the historical causes of farmers burden especially village collective and peasants burden of management in the new period new situation new problems in-depth analysis and research. Try to clarify: the farmers' burden problem is the product of the dual society structure, the village burden in the end is a farmer, is the manifestation of urban and rural public services is not equal. Explicitly proposed that the current farmers' burden problem outstanding is village-level burden overweight problem, and on the basis of the theory of balance urban and rural development, review the problems of the burden on farmers, focus on theory and management innovation, study to explore the new path to solve the problem of farmers' burden, for under the new situation, improving farmers' burden and strengthen management to provide decision-making reference.
