Abstract


Since the reform and opening up , with the deepening of economic reform , the domestic socio-economic areas of all levels are different levels of development and progress . But there is some lack of significant development and progress which , within the field of medical and health system , the people see a doctor is difficult and expensive ; large hospitals Mentingruoshi , the masses difficult to line up the fancy disease , the grassroots smaller hospitals do , for whatever reason can not play should health service functionality . To this end , the Ministry of Health in 2009 , the introduction of the new health reform program , hoping to solve some people reflect medical services through a new round of health care reform , to improve the medical services of the domestic situation and improve their health purposes. The reform of the medical system , an important aspect is to give full play to the role of the community health service institutions , so that \In this context , for the grassroots community health services , community health services will be more rich and detailed, the lack of human resources of community health services , multi- service blind spots and scattered , poor doctor-patient convergence and other issues will also become increasingly prominent . Solve the problem of the human resource management of primary health services at home and abroad has been to try and explore, which is more mature and worth learning , including the introduction of voluntary service in the service sector and a mechanism to compensate for the lack of government and social service areas . In this paper, based on the reference to a number of domestic and foreign literature , summarizes and compares the characteristics of volunteer services and community health services , Jiangbei District, Chongqing health promotion volunteers for the empirical survey , try to analyze the impact of volunteer service for the community health service certain theoretical analysis and come up with a sound operational mechanism of the community health volunteer service .
