Abstract


Open data is an important open practice content in the field of foreign governments and gradually the importance of scientific research and commercial fields. Open data emphasizes the elements of the openness of raw data, open licensing and open format. The development and application of open data will make a big difference to the field of information management research and practice, including the whole information flow of information production, organization, analysis and services, which all focus on data sets.On the theoretical level, from the perspective of information flow, this paper mainly discusses the models of open data in different stages of information flow (information production, organization, analysis and services) from two aspects of value-added approach (open value-added model and data sets value-added model), then gives the open data theoretical model based on the information flow. Meanwhile, questionnaire survey was used to do research on the users’data usage behavior, cognition to open data and other aspects, so as to provide a reference to the practice of open data in our country.Through the theoretical and empirical study, we found that open data licensing mechanisms were needed in the openness of data, and data formats, as well as the linked data that can be understandable by both people and machines, would help achieve information organization. Besides, the data visualization analysis (which focuses on the public data literature and data analysis culture) and large-scale data analysis by using data science tools, could be applied to achieve the realization of information products, and finally realize the open data service in different fields with different models. In addition, from the questionnaire research, we conclude that the openness of public data, as well as the awareness of openness, capability and standardization of data management in domestic government fields should be strengthened; and the open data content can be related with education, population, economy and others; enterprises can provide high-quality open data products in the appropriate fees in the form of raw data, data analytical services or both.
