Abstract

In recent years, with the global trend of financial integration, methods and contents of the credit risk management in commercial banks have changed greatly. Credit management, the core of commercial banks, plays an irreplaceable role in achieving economic performance for commercial banks. Basel agreement, which was promulgated in 1988, performing as the general accepted international practice by the banks from the whole world, provided the overall system of risk management after mant times of revise. what’s more, it also formed three pillars, which are minimum capital requirements, supervisory review and market discipline. This system not only reserves banks to choose external rating method, but also encourages large banks to establish internal rating system and to develop risk measurement models. with the development of the system of computer information management, it is very important to establish a scientific, standard credit management system, for which is crucial to expand credit bussiness.In order to accomplish internal ratings-based method as soon as possible, Harbin Bank proposed to establish the concentrated customer rating and debt rating system. For the sake of achieving debt rating, we also need to assess the value of mortgaged and pledged product, and to build customer Credit System which is based on the customer rating, so as to achieve the financing limit management. And then to improve the current credit evaluation model, and establish credit evaluation system, which has their own intellectual property rights. This topic is derived from the credit risk management project of the bank’s legal-person customer.This paper first analyzes the background of bank credit management system and the domestic and international situation, and then elaborates problems need to be solved in order to realize the system. It focuses on the objective of the system, design principles, system architecture and system function modules.And finally analyzes core business, interface design, system interface and gives a concrete realization of technology and method.The main work and the innovating part of this article are as follows:aiming at the problem of data communication, this article puts out correspongding solutions, such as data cleaning, data parting, independent deployment of multi-application, data caching, concurrency control point of online transactions. It establishes a reusable scheduling mechanism for asynchronous task,which have some characters like priority sequence, concurrency control, query result as well to solve the problems on complex queries trade influence on the system’s performance. To solve the problem of maintenance, which has same management mode with different elements, the study designs a public object maintenance management mechanism, which totally independent from the concrete object types, could make the expansion of the business easy and provide new ideas for further development credit risk management system. Harbin Bank, running in good condition, forms a centralized customer rating system and debt rating system, and establishes a systematic and standardized corporate custom credit risk management project.
