Abstract


In recent years, population aging caused global concern , China's pension problem is becoming increasingly serious , China's basic old-age security system has been overwhelmed by the enormous social basic pension insurance and financial pressure to procure funding gap theorists and practitioners looking for a way out. In this context , the enterprise annuity gaining more and more attention. Our enterprise annuity beginning to appear in 1991 , but then within a decade , has been stagnant. Until 2000 , the enterprise annuity began with the slow development of the system started in 2004 to enter the professional establishment phase. But so far , China's enterprise annuity market is still not entered the stage of vigorous development . Based on the above background , the author decided to analyze the factors that affect the demand for enterprise annuity to find promote the development of enterprise annuity effective measures . Papers with theoretical research and empirical research and comparative studies combining analysis methods , focusing on the Chinese enterprise annuity management system establishment and development of theory , find the problems and run causes of the problem , learn from Britain and other developed countries, enterprise annuity system , tries to put forward both in theory and practice of practical solutions to operational problems of enterprise annuity system suggestions and countermeasures. This paper argues that the development of Chinese enterprise annuity system design is unreasonable exist , tax policy incentives gifted inadequate supervision is weak, uncoordinated regulatory bodies and other issues , and these issues need to be resolved to improve the enterprise annuity system : First, from the strengthening legislation , and strengthen supervision reduce the burden on enterprises and other macro aspects, from the enterprise annuity system proposed national relevant regulations and policies, enterprise annuity management, supervision and improve the enterprise annuity system response. The second is to mobilize the enthusiasm of the micro-level , through increased employment differentiated incentive to keep people improve enterprise system , the use of tax policy to increase employee benefits and other excellent ways to mobilize enterprises and individuals to establish micro-level pension system , encouraging the rapid development of Chinese enterprise annuity .
