Abstract


Social medical insurance integration of urban and rural area in order to establish integration of urban and rural area of social medical insurance through reform, change a system and reconstitution of city-countryside dualization. Integration of urban and rural area is a process that breaks the limits of identity and region to achieve public and equalization of relatively unified for people. So that establish social medical insurance system no matter what vocation, how old and where .They can enjoy some economic compensation when faced with illnesses seek.Our country has established social medical insurance system of medical insurance of urban employee, the new rural cooperative medical and medical insurance of urban dweller. Divided into three systems, divided and conquered of management system, decentralized resources of management and the relatively closed operation and so on, so that an increasing problem in the insurance run, and has clearly not suited to the integration of our economy and society in urban and rural areas.In recent years, the results of basic medical insurance of places where Shenmu in Shanxi, Chongqing, Yinchuan, Ningxia, Guangdong, Zhuhai were obviously in exploring the integration of urban and established different mode. The paper has compared and analyzed the mode of four places by recognizing the major trend of urban-rural integration and drawing on advanced international experience in social health insurance to search for commonness that emphasis on the basic public health services and basic medical care and health services for people; the local government had a strong will to safeguard national demand for medical services; continuously improved the level of health insurance benefits. Individual character of that had difference in levels of economic development; different of protection ways and entry points; different of coverage. Author summarized the four modes and had consideration of the combination progressive of regional differences and the national unity for social medical insurance system of urban and rural integration in order to explore by four different way of system integration, coverage of integration, regional integration, financing and payment integration.
