Abstract


External manifestation of the high-tech industry cluster is a high - tech park , features a dynamic development , and showing characteristics follow the life cycle EVOLUTION . A comprehensive understanding of the mechanism and growth stages of high - tech industry cluster evolution can provide theoretical guidance for the development and upgrading of the high-tech industry cluster , to provide a reference for policy-makers for the park , and provide a basis for decision making for the strategic development of the enterprises in the park . The high-tech industry cluster evolution mechanism qualitative analysis framework on the basis of the literature , based on the life-cycle theory of industrial clusters and regional innovation network theory to construct the \four stages in the life cycle of the evolution of the technology industry cluster , the interaction between the different histological types of innovative network system subject under the influence of the dynamic mechanism , and this relationship for the high-tech industry cluster evolution . On the basis of the qualitative analysis framework to build a high-tech industry cluster evolution mechanism to improve the degree of evaluation index system , including the reaction concentration level , the level of cooperation , the level of innovation , as well as policy and infrastructure supporting level four criteria layer and 12 specific indicators. Four criteria after Zhongguancun Software Park and Beijing Shilong Economic Development Zone, as the object of study , the Delphi method and the method of gray correlation degree of perfection to give their assessment of the evolution mechanism of the two development zones , and combined with the evaluation index system of two the cause of the difference in performance of the Development Zone evolution mechanism analysis, the Beijing the Shilong economic Development Zone in industrial agglomeration level , the level of cooperation , the level of innovation performance are backward . Finally, the four policy measures for industry development plan to develop the park , to strengthen industry related degree ; innovative mechanisms breakthrough mechanisms obstacles ; public service platform , the perfect intermediary organizations and explore new financing to promote the vitality of enterprises .
