Abstract


Today's society has entered the era of the knowledge-based economy, human capital development, production and operation management will play an increasingly important role in economic and social. The rise and rapid development of high-tech enterprises, is a concrete manifestation of the knowledge-based economy, high-tech enterprises is crossing into the knowledge economy, talent is a key to open the crossing. Funds, cost, scale competitive enterprises face competition from the past turning up with high-tech content and independent intellectual property rights, competition of the enterprise's core competitiveness. The high-tech enterprises are the main source of knowledge and technology intensive enterprises, human capital as a value-added enterprise value, the proportion of the total capital of the enterprise is much higher than the traditional enterprise, and therefore can reasonably optimize the investment in human capital, financial decision-making will be the success or failure of the high-tech enterprises the key. In this context, the paper researched high-tech enterprise human capital investment in financial decision-making problems. However, the high-tech enterprises in the financial decisions they human capital investment from current practical point of view, there are a lot of problems. From the qualitative aspects such as just not from the quantitative aspects of financial decisions of investment in human capital, and the financial sector is not involved; most high-tech enterprises to focus only on the ex-post performance appraisal and evaluation of the core technical staff and senior management, rarely enterprise human capital investment in financial decisions beforehand; Since China has not yet formed a relatively complete human resources market, and thus human capital can not objectively reasonable metering and pricing to difficulties caused by high-tech enterprise human capital investment financial decisions; decision-makers understanding of human capital is not in place, still following the matter of this management philosophy. These issues seriously restricts the impact of a high-tech enterprise human capital investment in financial decision-making, resulting in the high cost of its investment in human capital, the efficiency is not high. Therefore, the urgent need to build a relatively complete methodology to guide the concrete practice of financial decision-making of high-tech enterprise human capital investment. Since Theodore · W · Schultz asked the human capital theory, investment in human capital research has achieved significant results. However, I found through literature review, the academia research mainly from the macro level of investment in human capital of a country's economic growth, investment in human capital, although some research from a business perspective, but the main field of research is focused on human capital investment risk rarely results from both qualitative and quantitative research enterprise human capital investment financial decisions, so far has not yet formed a relatively complete set of financial decision-making method of investment in human capital system. The outcome of the actual study of the financial decisions of their investment in human capital combined with high-tech enterprises, virtually blank. Therefore, this paper is committed to study the high-tech enterprise human capital investment in financial decision-making methodology, and to be innovative in its concrete application to further enrich and improve the human capital, financial theory, provide the scientific and the concrete practice of financial decision-making for the high-tech enterprise human capital investment reasonable guidance. In this paper, based on the definition of high-tech enterprises connotation and dissect human capital investment theory on investment in human capital and its decision-making status quo of the high-tech enterprises. Starting from a high-tech enterprise human capital characteristics, build a high-tech enterprise human capital investment evaluation method of financial decision-making system, focusing on the high-tech enterprises based on the net present value method of investment in human capital, financial decision-making evaluation method. Followed by a high-tech enterprise, for example, empirical analysis, and finally propose countermeasures to enhance the high-tech enterprise human capital investment decisions more scientific.
