Abstract


With the improving of our country market economy, every industry is facing with fierce competition from domestic and foreign. And with the severe pressure of enterprise’s survival and development, enterprise management requests changes to the integration and refinement management. So reform enterprise management and improve internal management by "intensive cultivation" is priority of enterprises. The implementation of comprehensive budget management is able to integrate enterprise resources effectively, reduce the cost, obtain the lead total cost and cultivate the core competitive capacity of enterprises. How to recognize the budget management, built a comprehensive budget management system, and realize through the information means, become the key of implementation the comprehensive budget management.With the budget management continuous application in enterprise, the theory deepen ceaselessly, and the unceasingly increases of enterprise budget management data, the application of budget management software becomes the necessary tools of budget management. However, the application of budget management software in enterprise is not optimistic, it is embodied in: the using is inconsistent with enterprise actual situation; data can not collect; collecting data is not true, these conditions lead to the implication of budget management software in enterprise becoming without. If budget management software plays a more and more important role in the budget management of enterprise budget management, it needs two conditions. One is organizational structure systematic, another is the enterprise management software integrated systematic.This paper comprehensive used a lot of professional knowledge, such as management, finance, information technology, software design and so on. Described the status of enterprise comprehensive budget management especially budget management information. And around realizing budget management made two aspects of systematic elaboration, one is organizational structure systematic; another is build systematic including accounting software, ERP, software budget. With the integrated management software and the existing problems voiced opinions and put forward the relevant ideas.
