Abstract


2008 U.S. financial crisis, the global economy has brought a heavy blow to the world economy has entered a trough. The fourth quarter of 2008 in response to the crisis, the Chinese government announced a scale of four trillion economic stimulus plan, followed by the local governments at all levels to actively launch a number of investment plans. But in the case of local government revenue can not increase quickly, local governments only through debt financing to meet its capital requirements. Due to the current law is not allowed to issue local government bonds \Local government to bypass the existing institutional and policy barriers, another way to set up local government financing platform, local financing platforms set financing, management, construction and debt service as a whole, it is actually the place of local government in the capital markets directly and indirect financing, in order to achieve the purpose of the financing of local government market. The paper analyzes the connotation of local government financing platform, features, characteristics, and significance; description of the status quo of domestic and foreign government financing platform to further illustrate the mechanism, financing ways and means of financing platform running, especially of local government financing platform running processes and systems.
