With the production and transportation of highly toxic chemicals in china increasing, the accidents are increasing. Despite of its low occurrence probability, the casualties are the most of all kinds of hazardous materials; it easily causes heavy economic loss and environmental damage. Besides, scales are small, managerial systems aren’t standardized enough and employees are lack of safety consciousness for our domestic dangerous goods logistics enterprises. Therefore, the government has a strong obligation to supervise highly toxic chemicals transportation within its administrative jurisdiction and optimize highway transportation management of highly toxic chemicals. To reduce accident probability of highly toxic chemicals transport, lessen the influence zone, it is necessary to optimize transport network design of highly toxic chemicals for the government—designing a special network used for highly toxic chemicals transport; In order to improve the emergency ability after accident and fall the accident loss to lowest, the government should establish emergency facilities within the administrative jurisdiction to cover the highly toxic chemicals transport network.Firstly, this paper analyzed the necessity and feasibility, studied research findings of domestic and overseas scholars, which are the theoretical foundation of transport network design and emergency facilities location. Then, it introduced highly toxic chemicals, domestic management situation and highway transportation risk evaluation.The main content of this paper included two parts: highway transportation network design and emergency facilities location for highly toxic chemicals.First, to realize safety, risk balance and economy, this paper constructed a bi-level programming model, of which outer planning had two goals and inner planning had a single goal, and proposed the improved heuristic algorithm. Through the case analysis of Guangzhou network, we found that the highway transportation network the government designated was mainly located in high-grade road in the suburban areas.Second, emergency facilities location of highly toxic chemicals accident belongs to arc-covering problem. Considering the response radius changing with traffic speed, this paper based on arc-covering theory, proposedα-robust goal programming model and used greed algorithm to solve it. Besides, this paper put forward to marker algorithm to calculate the coverage of each scene. Based on Guangzhou network, this paper analyzed how robustness, scene probability and the response time to influence the optimal solution. Finally, the innovation of this paper is combining highway transportation network design with emergency facilities location. Based on the optimal highway transportation network for highly toxic chemicals, it restarted emergency facilities location. Compared with the optimal solution of two networks, it is not hard to find, this paper combined highway transportation network design with emergency facilities location. On one hand, it was in favor of transportation supervision of highly toxic chemicals; on the other hand, it can narrow network scale and improve the pertinence and emergency ability of emergency facilities location.
