Abstract

Farmland protection is the basis of China's food security. Farmland protection requirements on the one hand the amount of cultivated land stability, more important is the stability of the quality of cultivated land, ultimately achieve the stability of the overall production capacity of arable land, arable production capacity accounting results of the quantitative characterization of the comprehensive production capacity of arable land, the results have comprehensive, macro and intuitive and other features. Direct impact on food security in the arable land is the basic farmland, and implementation of farmland protection is essentially the implementation of basic farmland protection. Basic farmland is in accordance with a certain period of demographic and socio-economic development of the demand for agricultural products, in accordance with the general land use planning, determine shall nonfarm occupied farmland. Basic farmland should be the quality of arable land resources, land quality, geographic conditions, water conservancy facilities and focus on contiguous. Basic farmland protection areas delineated a system of scientific issues. Previous focus to consider the quality of arable land position, geographic conditions, and water conservancy facilities, and policy factors, on the basis of administrative factors, determine the index system of basic farmland study, but the current theoretical discussion, it is difficult to meet the country at all levels land use planning and the implementation of the actual need, especially in an integrated manner to achieve basic farmland protection principles: ensuring quality can not be maintained inferiority, Paul nearly Paul not far, Paul entire Preserving Zero. In this paper, a comprehensive, combing spatial planning of basic farmland protection system concepts and basic theory, refer to the relevant experts and scholars proposed new basic farmland protection space planning concepts, careful analysis of the impact on the basis of basic farmland protection space planning factors, the consolidated analysis is based on the feasibility and advantages of the spatial planning of basic farmland protection cultivated capacity accounting inadequacies, the introduction of the concept of arable land contiguous method, a new method based on the protection of basic farmland cultivated capacity accounting space planning, the establishment of a more complete, the applicable basic farmland protection space planning methodology. To promote the spatial planning of basic farmland protection of basic farmland protection career and a new round of reference. Paper mainly achieved the following research outcomes: (1) the use of arable production accounting results of the basic farmland protection area of ??sub-level division of the theory protected area, can achieve protection area and the actual protection area for the finalization of Yongxiu County, basic farmland protection area and the basic farmland The protected spatial planning to provide a scientific and rational basis. (2) the introduction of the concept of arable land contiguous to, the use of GIS spatial analysis functions, focus on contiguous extent of quantitative calculation block, the use of arable land capacity accounting outcomes, combined with other basic farmland delineated conditions, provide space for the protection of basic farmland space planning computational analysis tools and the establishment of a new set of basic farmland protection spatial planning methodology can arable production with contiguous degree of combination of the spatial layout of integrated planning of basic farmland, to achieve the principle of \The results show that the Yongxiu County of basic farmland protection space combined with the method of scientific planning, reasonable and practicable.
