Abstract


Rural infrastructure is for the rural economic, social and cultural development and farmers’ living provide public services of various elements combined, village-level infrastructure is rural infrastructure, as an important part of the peasants and the most closely contact life village-level infrastructure construction, is developing the rural economy and improving farmers’ life, improve the farmers’ income, the premise is to solve the "SAN nong" questions, the realization of harmonious society, it is the key to the construction and management, directly related to the production of rural development, farmer to the improvement of life quality, relates to the success or failure of the new rural construction. Strengthen the village-level infrastructure construction and improve rural public service is improving fanners’ production and living conditions of the important basis for promoting the construction of new countryside, is the important content and the key link.Infrastructure is the core content of the economic and social development. Urban infrastructure property right relations clear and suffer the widespread concern, but from the reality and relevant literature can see, rural infrastructure property right relations not regarded whether clear, involving the interests of farmers village-level infrastructure property right relations problem is not taken seriously, no systematic research, which is the starting point of the study. This paper researches were:through studies our country village infrastructure system of property rights, understand the evolution history has always been the village-level infrastructure relation of property right, and combining the current supply shortages village-level infrastructure, the status quo and cause the village-level infrastructure inadequate supply of property right system reasons:the original property of the subject in a single cause village-level infrastructure supplies subject and funding sources onefold; ownership unknown cause division of responsibilities at all levels of the government divided not clear, the village-level infrastructure supplies more disadvantages; property right relations are not clear cause village-level infrastructure decision-making mechanism still is top-down; property right relations fuzzy, village-level infrastructure management lack due to its effective supply shortage. And in the property rights system and supply system based on the relationship between, in view of the above question proposes corresponding countermeasures, mainly through innovation of original village-level infrastructure system of property right, change the original village-level infrastructure property right relations punch-drunk, prompting the government to become a major property subject situation. Reasonable property rights system should be clear, the relation of property right of ownership rights and responsibilities clear arrangement of system. Thus for the village-level infrastructure supply problem, first we should clarify the property right relations, defined property bodies, and ownership according to the definition of the village-level infrastructure to determine public product attributes. So as to determine the different type village-level infrastructure, realized the village-level supply main multivariate supply of infrastructure, which reduced the government supplies responsibility, but also given the related subject qualification, farmers property is more conducive to such village-level infrastructure effective supply.
