Abstract


Finance is the core of the modern market economy. Its stability and efficiency which depend on the effective financial supervision relates to the entire economic system and the development of our society. But actually in the developing process of finance, there are some problems, even crisis which highlight the significant limitations without effective ethical concerns or support from ethics of financial supervision. That is to say, fundamentally, purely technical financial supervision can not guarantee the effectiveness of financial regulation, and demonstrates their social value. Therefore, according to the call of resolving the financial crisis in reality and the need of studying financial supervisory ethical theory, this paper preliminary study the financial supervisory ethics which acknowledged as a special form of financial ethics. It elaborates the content of financial supervisory ethics from the following four aspects: the subject ethics of financial supervision, the object ethics of financial supervision, the system ethics of financial supervision and the culture ethics of financial supervision. Thus, it constructs the theoretical framework of financial regulatory ethics originally. Correspondingly, the paper reflects the training of financial supervisory ethics from the aspects of virtue ethics, institutional ethics and the value philosophy which guided by the value and pursuit financial supervisory ethics should have. In order to build and cultivate a perfect financial regulatory system of ethics, the paper suggest that human should resort to nurture awareness and moral virtue of financial supervisory ethics, enhance object ethics sprits and moral conscious of financial supervision, train the justice of the financial regulatory system ethics and guide the value of financial supervisory culture ethics.
