Abstract


Government white papers are government reports on specific issues of public concern with a white cover. They present an overall picture of a country and thus perform a vital role in introducing the country to the world and constructing its national image and identity in the international community. As the most authoritative and direct sources of China’s conditions, white papers issued by the Chinese government become more and more important in the exchanges between China and the rest of the world. However, the translations of the papers are far from satisfactory as expected, resulting in misunderstanding of or even negative influence on China’s image. So far, many scholars have put in a great deal of efforts to address this problem and produced fruitful results. The present study, however, attempts to scrutinize the translation of CGWPs from a more comprehensive perspective --- the translation ethics --- to put the translating into a systematic framework, both abstracting the concrete strategies leading to the success and figuring out some still existing problems which are more than lexical ones. The translation ethics proposed by Chesterman in 2001 consists of 5 models, namely, the ethics of representation, the ethics of service, the ethics of communication, the norm-based ethics and the ethics of commitment. This thesis adopts this five-model-approach to the analysis of the English versions CGWPs so as to trace the applicability of the theory in the translating, thus providing a guiding theory of the studies and practice of such texts. After discussing the role of translation ethics as well as the translator’s due interference in the translation of CGWPs, the author comes to a conclusion that the theory of translation ethics plays a significant role in translating the CGWPs as well as the assessment of translation quality. It is hoped that the present study could provide valuable guidance to the translation of CGWPs and shed light on the application of translation ethics in translation studies and practices.
