In our town government, the research of public crisis management ability improvement is of great significance in theory and value in practice, during a transitional period in China. From the point of view in theory, the systematic doctrine of our public crisis management has not yet formed, and the research of all kinds of public crisis management is still in its early stages, the research of public research remains in macroscopic where the concept of public crisis, the nature, characteristics, types, hazards, causes, strategy and so on are in discussion. There are few research focusing on the crisis management at middle and microcosmic range. From a practical point of view, China’s town public practice of crisis management is in the urgent need of the theories as the guidance, and the theory of public crisis management serves the theory of our town public crisis decision.Of the research of the town government public crisis management ability, it focuses on improving the ability of early warning of local government beforehand in the public crisis and handling emergencies and doing the restoration and reconstruction afterward. Based on analyzing systematically the ability of our county government public crisis decision, warning, handling emergencies, financial supporting, organization, and rule of law, using the effective methods of setting emergency case handling off public crisis management from west developed countries, then we come up with some suggests suitable for our county’s practical need. For instance, proposing the mechanism of public crisis decision of combining top-down with bottom-up; Creating and Perfecting emergency preplans; increasing financial input; developing NGOS; Creating and Perfecting crisis legal system and performing their duties according to law. While providing systematic description of the theory of our county Public crisis, this article also selects a typical public crisis case from a county, It takes the event of 3·12 as a example, happened in Gangen town, Dongfang city and analyzes the concrete cause of social group events. So that it provides reference for our government dealing with basic group events.Nowdays, the current social environment we face is complicated. as crisis falls, another rises, national crisis, natural disaster, and social group event, etc, which text the construction of ability of administration of the party. For the basic town government, the town directly faces kinds of public crisis, so by enhancing such the public crisis ability of the town that it can bring bout a preventive effect for the origin and development of most of public crisis and public crisis can be controlled definitely in the bud.
