Abstract


Since the economic integration was carried out in Hunan province in 1997, the integration of transportation, electricity, finance, information and environment were all put into practice in the three cities Changsha, Zhuzhou and Xiangtan. Because of the integration norms, the economic power is strengthened and the urbanization level is promoted. A basic contour of integration has been formed. Due to the favorable situation of the economic integration, the directors of the sports department in the three cities should take advantage of this development platform and seize the opportunity to construct the leisure sports integration. It is the basic requirement to build the two-type society more than the extension of the three cities’economic integration.Literature material method, questionnaire method, interviews, mathematical statistics and logic analysis are used in this thesis. The author will begin with the present situation of the leisure sports in the three cities, make an investigation and analysis of the leisure sports playground, social sports instructors and the citizen joining situation, aiming at acquainting with the present situation of the three cities’leisure sports development, finding out the existing problems and proposing reasonable countermeasures to offer an reference to the development of the three cities’leisure sports integration.The investigation shows three points. First, the total number of sports ground is no less than that of the other parts of our country based on the many years’sports development of the three cities. However, problems still exist such as the low ground occupation rate of the per capita, the disproportion of the number of the kinds of the sports ground and the unreasonable geographic location of the sports ground. Second, citizens of the three cities have a strong conscience to take part in leisure sports exercises, and have a deep understanding of the value of leisure sports. Moreover, kinds of participating leisure sports also take on a tendency of diversification. Third, there are enough social sports instructors in the three cities and they are well-distributed but with less number of high-level and gender imbalance. The number of female is obviously higher than male. They have low degrees mainly of college and high school. People with bachelor degree or above take a small part.On account of the feasibility of the current leisure sports developing situation and integration, the author presents the leisure sports integration development strategies in Changsha, Zhuzhou and Xiangtan. The development of leisure sports integration should break the boundary of the administrative divisions, eliminate the restriction on system and the free moving of leisure sports resources to integrate and prioritize these resources. Make reasonable planning of leisure sports infrastructure as the main line, and formulate and implement common sports policies and development planning objectives. In addition, we should improve the cognition of leisure sports integration, construct leisure sports integrating management institution, accelerate Chang-Zhu-Tan city sports system reform, integrate sports facility resources, optimize the allocation of the instructors of social sports resources, increase the publicity of leisure sports integration, accelerate the planning of leisure sports integration and establish the sharing mechanism of leisure sports resources.
