Abstract


In recent years, Ningxia firmly seizes the opportunity of developing higher vocational education, and puts the development of higher vocational education onto a quite important place with the consideration of its own situation. Generally, Ningxia higher vocational education started late, but well developed. It has been dramatically improved after several years development, manifested in the clear develop aim of higher vocational education, Higher Vocational Colleges scale and the improvement of teachers quantity and quality. However, Ningxia higher vocational education development also has many problems, compared to the national vocational education development.After the author studying on the situations of Ningxia current eight higher vocational education institutes, finds that there are so many problems during the development of Ningxia higher vocational education, some of these issues from the macro level, but more time from the micro level. From the macro level, resource supply structure is irrational and investment is insufficient, while higher vocational education in Ningxia lacks of policy and mechanism guarantee. From the micro level, Ningxia current eight higher vocational education institutes all have common problems as following: Firstly, training pertinence is weak, many professional training objectives followed the secondary vocational training objectives, lacking of the characteristics of higher vocational education; Secondly, the disciplines setting in institutions is not rational, some institutions lag behind others, besides these, some disciplines lack of sustainability; Thirdly, the courses design and teaching contents in most vocational institutes don’t conform with the training objectives; Fourthly, teaching resource of higher vocational education in Ningxia need to be improved. These problems which come from the macro level and micro-level have seriously affected the development of higher vocational education in Ningxia. In order to get rid of the current difficult situation, the author suggests to improve in the following four areas; first of all, higher education institutions need to establish a correct concept and enhance social identity; the second is to play an external role and broaden financing with the help of their own advantages; the third is to strengthen the teaching staff and develop excellent teachers; the fourth is to focus on the connotation of higher vocational education, and raise their competitiveness.
