Abstract


Since the Harvard University professor Joseph Nye (Joseph Nye) theory of soft power in the late eighties of the last century by the attention of politicians and academics in many countries . Soft power become an important issue that must be concerned about China 's domestic regional development and urbanization . Dalian has a wealth of soft power resources , intangible resources into tangible advantage is an important theoretical and practical issues .
