Transformation of government functions in urban planning encourages public participation, which is more actively involved in the processes of planning and decision making, however, there are still many problems with the participating body, channel and effect due to the short length of development. This paper discussed the issues and tried to find better ways of public participation in urban planning.This paper consists of six chapters. The Introduction presents the definition of key concepts, topics of this paper, background and significance, existing research results, the paper’s conceptual framework and the approach to the study. The second chapter discusses the main theories of why it is necessary to introduce the public participation in urban planning, including the three theories of early Western theory, civil society theory, and the new public service theory as the theoretical support. Chapter III takes the Nanjing subway construction as a study case, a good example of urban planning, during which we analyzed the general problems of public participation in terms of participating bodies, forms, contents, scales, effects and so on. Chapter IV introduces the public participation in urban planning in UK, U.S. and Japan, and summed up the lessons that we may draw from these countries. Chapter V focuses on the problems of public participation in China, and suggests appropriate ways and means as to solve them. They includes the construction of service-oriented government, improving the legal protection, more transparent information disclosure system, establishment of diversed participations, improving the feedback mechanism and strengthening participations of non-governmental organizations. The final chapter concludes this paper.
