Abstract

Low-carbon economy is facing human society growing pressures of global warming proposed a new development concept, its core is based on the market mechanism, institutional framework and policy measures through the development and innovation, and promote energy-efficient technologies , renewable energy technologies and greenhouse gas reduction technology development and application, and promoting the social economy towards energy efficiency, low energy consumption and carbon emissions of model transformation. As a new model of economic development and energy consumption, low carbon economy with low power consumption, low pollution, low-emission (\in response to carbon-based energy as the basic requirements for climate change in order to achieve sustainable economic and social development as the basic purpose of international economic development has become an irreversible trend of the times. Reform and opening up 30 years, sustained and rapid economic development of Inner Mongolia Autonomous Region, showing a good momentum of development. The Inner Mongolia Energy dependence on coal consumption over 90%, is the country's six provinces and one of the highest degree of dependence. This excessive reliance on coal consumption structure caused serious environmental problems, is unsustainable energy consumption patterns. In related news, Inner Mongolia's per capita carbon dioxide emissions (emissions / population) has been ranked first in the country, in a \Moreover, in 2010 the country's 31 provinces, autonomous regions and municipalities gold GDP rankings, Inner Mongolia ranked last (GDP per capita income is also gold happiness index). Therefore, low-carbon economic growth in Inner Mongolia is indeed the current urgent research questions. Under the guidance of national policy, combined with the economic development and social environment in Inner Mongolia and other aspects of the characteristics to explore the development of low-carbon economy, in addition to practical significance, but also has theoretical significance. At present, domestic and national level for the development of low-carbon economy has great limitations, and for the development of ethnic areas of low-carbon economy is limited, the lack of specific theoretical guidance. Secondly, it also has reference and application significance. Development of low-carbon economy has become an irreversible trend worldwide, ethnic minority areas are no exception. But in view of their own ethnic areas such as economic development and social environment has its own specialty, national or international level, organizational level, low-carbon economy of the nation's economic development regions not too strong guiding significance. And China is a multi-ethnic country, and most of the ethnic minority areas in underdeveloped regions, in the initial stages of the development of low-carbon economy, or have not yet begun. Therefore, the combination of the characteristics of Inner Mongolia, to explore a suitable low-carbon economic development of the region on the road, for other ethnic areas has important reference significance and application value. It is from the above considerations, the development of low-carbon economy in Inner Mongolia, for the sustainable economic development of Inner Mongolia, as well as other ethnic minority areas, and the whole country-level sustainable economic have important and far-reaching impact. This paper aims to develop low-carbon economy of this area of ??research, to explore the development of low-carbon economy ethnic areas suitable for the road, and give recommendations for its theoretical aspects, as other regions in the formulation of national development policies of low-carbon economy reference. This paper is divided into four parts, the study issue comprehensively described and analyzed. Introduction and first chapter is the theoretical basis of this study. After a brief background of the topic of this study indicate, research status, thinking method, on the background of a low-carbon economy and global (including China) low-carbon economy development trend of the system described. The second chapter analyzes the development of low-carbon economy in Inner Mongolia are facing opportunities and challenges, respectively, from the current situation in Inner Mongolia's economic development, industrial structure situation, economic development and the relationship between energy consumption, national and regional policies to support other aspects of the argument. The third chapter is a low-carbon economic development in Inner Mongolia operability analysis. Development of low-carbon economy is the core of market-based mechanisms, this chapter in the development of low-carbon economy in Inner Mongolia market mechanisms - CDM mechanism and operation of the system described trading mechanism after a successful CDM project in Inner Mongolia, for example, further analysis CDM projects in Inner Mongolia, the strengths and challenges, and make recommendations for improvement. Chapter four regional industrial transformation and upgrading of industrial structure, low carbon technologies and carbon financing, and low-carbon economy and other aspects of policy-oriented development of low-carbon economy in Inner Mongolia proposed countermeasures.
