Abstract


Control of pollution emission is an important target stated in the government’s 2006 to 2010 five-year plan, and how to seek the effective means of environmental regulation has become important subject of government’s public management.Pollution reduction is a macroscopical and objective environment management theory and policy, and it must be implemented through some environment economic methods. As economic means of environmental regulation, environmental tax and emissions trading have grown into key method to control the amount of pollution emissions, because they may well internalize the external costs produced during the consumption and production behavior, so as to make up for the disadvantages of marketing system.This thesis adopts a comparative analytical methodology using a comparison between environmental tax and emissions trading as a starting point and then reaching a conclusion that the former is more effective and efficient on the condition of market failure. On the contrary, the latter is more effective and efficient on the condition of government failure. Then it reviews the current situation of emission reduction policy, analyzes main problems in the operation, and evaluates the effect of the policy. At last, the paper put forward some creative countermeasures towards the pollution reduction policy.
