Abstract


Along with the acceleration of urbanization in China, the citizenization of new generation migrant workers becomes the inevitable tendency under the contemporary socioeconomic atmosphere. By 2010, the number of migrant workers in China has reached 211 million. With the average age 27.3 years old, more than 60% of them were born in post-1980 era. In the meantime, a large number of new generation migrant workers are intensely longing for their citizenship in urban regions and the apparent improvement of their comprehensive capabilities also could be deemed as a prerequisite to facilitate them to get adapted to the metropolitan life. Nevertheless, overall speaking, the citizenization of the new generation migrant workers is still low. The household registration system, land system, employment system, social welfare system, education for their children and other uneven policies could be all regarded as the main factors to impede the citizenization of migrant workers. Hence, how to tackle with the system predicament, how to design a reasonable and fair institutional system in the transitional period; how to ensure the smooth urbanization of the new generation migrant workers as well as how to successfully transfer the rural surplus labor force into urban area and promote the urbanization, have become salient strategies for Chinese government.In this dissertation, by looking at the new generation migrant workers’new features and the restriction factors in the citizenization, author attempts to apply multidisciplinary perspectives and comprehensive research methods to analyze and synthesis to the institutional obstacles of new generation migrant workers’citizenization. Shenzhen, the city which has a large number of migrant workers will be exemplified as the case study. In addition, some valuable suggestions on the issue of citizenization of the new generation migrant workers will be also pointed out, in terms of the institutional policy reform and design.
