Abstract


In the process of economic globalization, the innovated ability of country to achieve socio-economic development goals will play a key role. To grasp the initiative in the development of science and technology, economic and to occupy the commanding heights of science and technology, we must vigorously promote national innovation system and to raise the initial innovation ability will play a very important role. With the high-tech industries and the rapid development in the worldwide, the industrial competitiveness is accelerated from the production phase to the researched and development stage. The initial innovation as the major source of science and technology innovation has not only brought a major breakthrough and brought the rise of new industries and the economic structure changes, but also become a breeding science and technology changes and development of the basic conditions and was a national human contribution to the practice.The so called initial innovation that can or will lead to the knowledge and technology innovations in a large scale is the great theoretical breakthrough, discovery and invention in the scientific and technological activities especially in both the basic research and oriented basic research. It often results in the great adjustment of industrial and even economic structures, and then, the opportunity for a country to develop sustainable and surpass.Universities have the preponderance in the person with ability, the knowledge and the scientific research base. However, the initial innovation capacity of our country universities is not good. I analyze the initial innovation capacity of our country universities in three aspects: importance prizes, basic research strength and invention patents. So it opens out some problems. There are a lot of reasons in universities initial innovation not only researchers but also scientific research outlay. It is invalidation that the lack of people engaged in scientific research and other conditions is superior. But academic leaders assume headship and deplete energy. "Academic authority" makes young researchers stuffy. It causes researchers fault. The superstructure is chosen by the economic base. The scientific research is hardship if not capital. To make good progress in research, we must not only advance funding in the place in time but also pay attention to the latter part of the research award. It is hindered to transform scientific research fruit; the scientific management is unscientific, and so on. They are disadvantage for the initial innovation of our country. Finally, this article puts forward the strategies of promoting original innovation ability of our country university for the present situation of original innovation.
