Abstract


The education with its outstanding features of "light-burden and high-quality"is an eduction formation that embodies the idea of quality-education and aims to facilitate students’ all-round and harmonious development. This formation is the objective and state that we, educators always pursue.As an objectively existing formation, "light-burden and high-quality" education has its own theoretical and practical bases. Its theoretical basis stems from the subject of education, teach theory, anthropology, educational sociology and systematic science. Its practical basis stems from the guidance of the scientific concept of development, the concept of quality-education and the policy of "lightening the burden". It is also asked by creative development of regional education. Under the management system of county-based elementary education, promoting the "light-burden and high-quality" education not only reflects the demand of the scientific concept of development, but also possesses the favorable policies and fits the need of elementary education.Since the invention of "Keqiao education experiment" that was 20 years ago, with the appearance of "the phenomenon of Shaoxing County Experimental Middle School" and fully promoting the "light-burden and high-quality" education, Shaoxing county has set up a good example. Shaoxing county has achieved preliminary results and obtained some essential experiences through a careful analysis of the whole and a careful dissection of the point, through questionnaires and interviews, and through analysis of factors that affect students’ burden. Based on all above, it reveals the theoretical basis for "light-burden and high-quality" education, which is originated from practice but above it. It enriches the operating model of promoting quality-education and explores the route of development for the innovation of regional education.From the practical case of Shaoxing county, we realize that to regionally promote the "light-burden and high-quality" education must meet two premises: first, the popularity of the senior high school education; second, the relative equilibrium of the development of regional education. Regionally promoting the "light-burden and high-quality" education may take measures to be dominated by the government, be subjected by schools and be coordinated by families and the society. Regionally promoting the "light-burden and high-quality" education must establish sound operating systems, which include the allocation of resources, the evoluation of education, the supervision of incentive mechanism and the policy security. Regionally promoting the "light-burden and high-quality" education must put the main emphasis on some links: how to increase the spare time that students can freely spend, how to increase the professional quality of teachers, how to enhance the leadership of principals , how to facilitate the revolution of teaching and how to improve the evoluation methods.
