Abstract


With the further driving of reform and opening up in china, large quantities of spare labor forces in countryside streamed to cities. They make great contribution to our city’s modernization. But due to their special identities, the lack of Migrate workers’ rights and benefits is increasingly serious. Their employment, income, living, labor and social security actuality are worried. What seriously, the lack of social security system of peasant workers will bring great trouble to our society. Building social security of peasant workers is imperative under the situation. So studying the new social security system for rural workers in cities is significant, practical, the long run, and advantageous.Base on the theoretic which investigated by some scholars, I work over the Migrate workers social security system issue by method of regulation analysis, literature investigation and history analysis. At first, used method of date description I expound the actuality of peasant workers social security. Then, I analyses the reasons of peasant workers social security and I found the main reason. Traditional system arrangement, both the employee and peasant worker’s resistance and the difficulty existing in practical operation is to restrict the important reasons why peasant workers’ social security system is difficult to instruct at present. The next, I analyses the necessity of building a social security. The last part aims at proposing the imagination of structuring peasant worker social security system of our country. I expound that we should adopt the flexible policy while structuring every peasant worker social security project, in order to meet the mobility of peasant workers and mufti-level need. As to social salvation, build the minimum standard of living as the center, emergency relief and legal assistance for the two wings. To the welfare, provide multi-channel housing, strengthen education and training, and set reasonable vocational training courses for migrant works protection. At last, I put forward a sound social security system of migrant workers supporting the system’s response.
