Abstract


As a result of globalization and rapid development of information technology, increasing market competition, enterprises hope to strengthen the procurement management to reduce costs, improve efficiency and thus enhance competitiveness. Group of companies expect the integration of internal and external resources to carry out centralized purchasing management, complete management model from the traditional supply chain to the environment of modern procurement management model.Based on the CSM company management purchases the status quo, the theory of supply chain management, procurement of modern management theory and supplier management theory are reviewed. In the dialectical thinking of the unity of opposites under the guidance of the use of empirical analysis and normative analysis, qualitative analysis and quantitative analysis, comparative analysis and interviews with a combination of survey methods, centralized purchasing for the management of CSM Group to analyze the current situation. Focus on procurement management to find the status quo in the organization, management processes, procurement strategy and supplier management problems. Found through further in-depth analysis: the backward thinking of purchasing management, system is not perfect, information communication obstacles, lack of effective incentives and principal-agent mechanism of the defects inherent in the Group is currently hindering the effective implementation of modern enterprise management of the root causes of the procurement. And the use of systems theory and integrated method of targeted procurement management from the organizational model, and standardize management processes, procurement strategy and supplier management systems designed to concentrate the company’s management to optimize the procurement program. Through the information flow, logistics, the elimination of intra-group share of obstacles to the sharing of resources; through the organizational structure, procurement process, procurement strategy and supplier to achieve the optimization of the enterprise, the effective allocation of external resources, thus improving organizational efficiency. At the same time, pointed out that the implementation of which should pay attention to in order to ensure the effective implementation of the program. Finally, the use of fuzzy analytic hierarchy process to establish a program evaluation model, and established evaluation.In this paper, this choice of CSM Group of companies, the issue of centralized procurement management study and practical significance fairly representative for other similar enterprises to optimize the management of centralized purchasing reference.
