Abstract

Since the 1990s, the industrialization and urbanization of china have developed rapidly nowadays. Economic growth, urban expansion and industrial assembly are the characters of development in china. Because of the basement and environment of the household responsibility system has changed, rural land transfer has appeared gradually in some parts of china. Most of the rural land transfer in china still needs a network -service organization. The intermediary organization in land conversion has several problems nowadays, which were the amount of that are very small, the structure of that are imperfect, the mechanism can’t suit for the economic circumstances and so on. In this situation, some forms of organization which can influence the rural land transfer reasonably are very important. This paper analyzes the mechanism of the rural basic organization firstly, and then tries to construct a system which was how this organization influences rural land transfer. We want to construct a system in which the rural basic organization can work better than before in farmland transfer.This paper introduces the mechanism of the rural basic organizations in the rural land transfer from a theoretical perspective. The relationship between the farmers, the rural gross-roots organizations and the users belong to multi-agency relations. Although the rural basic organization is not entirely strict sense of the intermediary organizations, we still ascribe this organization to the quasi-intermediary bodies which can play an important role in rural land transfer. Then we use the classical idea about the transaction cost economics to construct the mechanism of the rural basic organization in rural land transfer: this organization can influence the transaction costs in rural land transfer, then influence the farmers’ action, finally conduct the whole frural land transfer. The rural basic organization has the dual role characteristic and two-direction results-oriented characteristic.In the basis of theory analysis, we did a field survey in Nanjing, and then the paper introduced and analyzed the mechanism of the rural basic organization deeply. Through empirical research, we can draw the following conclusions. (1) Through the field survey in Nanjing, we can see that the rural basic organization has participated in most of the rural land transfer activities. The rural basic organization plays a very important role in rural land transfer. (2) There are obvious differences between different forms of rural land transfer in how the rural basic organizations to affect the rural land transfer. (3) The rural basic organization influence the rural land transfer by affecting the farmers’ transfer will, the prices of the rural land which would be transferred, the implementation and monitoring costs of the rural land transfer activities, and the transaction scope of that.According to the study above, this paper put forward these policy recommendations. (1) The government should encourage the rural basic organization to participate in the rural land transfer activities and should establish the corresponding incentive systems. (2) We should introduce the Land Share Cooperation System to the local farmers who participating in the rural land transfer. (3) The government should establish a sound mechanism in which the rural basic organization can participate in the rural land transfer.
