Abstract


Armed forces as an important part of the national armed forces, responsible for sacred mission of safeguarding national security and social stability. Grass-roots cadres that is an important source of generating combat effectiveness, is the base strength of armed cadres, their stability of mind directly affects the quality and functions of the military construction tasks. because of the special environment and task, the Northwest Minority Ethnic Grass-roots armed police cadres do a higher risk and higher labor intensity work, but presently, the motivation to the Grass-roots cadres in these areas are still not targeted and strong, not very fair either, which leads to a result that they can not secure an important reason for dedication. As the further of China’s western development strategy and the acceleration of modernization armed police and extension functions of their task, their missions became more and more heavy. How to build the new situation of Northwest Minority Ethnic Grass-roots armed police cadres’incentive system and how to use it to increase the attractive of the Grass-root positions scientifically, stimulating Grass-roots cadres to take root to remote areas and the inner motivation and selfless sacrifice, stabilize armed police cadres in Northwest Minority Ethnic Areas, thus enhancing the attraction , cohesion and combat effectiveness, then to ensure the successful completion of duties, anti-terrorism task, dealing with the emergency, it makes a great practical significance, it’s very urgent and very necessary as well.Summary of domestic and foreign motivation theory, this paper proceeds on the feathers of Northwest Minority Ethnic armed police Grass-roots cadres, deeply analyses the major problems and causes of the current Northwest Minority Ethnic armed police Grass-roots cadres’Incentive system. After learning the practical experiences of incentive system from foreign remote areas grassroots officers, this paper gives some suggestions to resolve the problems of Northwest Minority Ethnic armed police Grass-roots cadres’Incentive system, And furthermore, using empirical research methods, taking a detachment of Northwest Minority Ethnic armed police for example, the paper analyses countermeasures to the incentive problems of Grass-roots cadres.
