Abstract


Social Security is one of the government revenue distribution , the pension insurance system is the main content of the social security , from the day of the establishment of the pension insurance system , it is reflected in the income distribution mechanism has become a basic standard of living and quality of protection . This article is based on the relationship of the old-age insurance and income distribution , as a center to analyze . In this paper, the basis of pension insurance income distribution effect theory and literature review . On the one hand , the existence of the pension insurance income distribution effect rationality , from a macro perspective, its income distribution function and its impact on the fairness and efficiency . Age and income divided interest groups involved in the old-age insurance , from their respective utility maximization , the distribution function of the different groups of old-age insurance has different preferences . PAYG system of old-age insurance system to control the situation in China , at this stage of a distribution function is still its raison d'être . Alternating between fairness and efficiency of this system a challenge to the smooth running of the system , and with the deepening of the degree of population aging , the PAYG system will face growing challenges . This trend , the fair and efficient coordination , also depends on the improvement of labor productivity and capital gains rate . On the other hand , this article on the problems of income distribution effects of the pension insurance system in China before and after the reform carried out a comparative study . First , the article analyzed theoretically different pension insurance system of income distribution , and then based on the actual situation of the reform of the pension insurance system in China , the use of actuarial methods and data were analyzed quantitatively allocated on behalf of the pension insurance system in China before and after the reform and intergenerational distributional effects , and finally to the following conclusions: compared with the original old - age insurance system , the new old-age insurance system is significantly weakened intragenerational distributional effects , and may cause serious intergenerational unfair .
