Abstract


With the development of e-government, promoting the office network, automation, and electronization to realize information sharing is the trend of the times around the world. People realized that we should improve the government organization, reconstruct public management, realize office automation and information sharing, and form virtual "e-government" to adapt to the modern network society. In traditional government, it is difficult to strength the bond with the masses. How to react with masses petition and set up a platform for masses petition are important work for strengthening bond with masses. Based on the online petition management system, the masses could submit problems with signature or anonymity, which could separate physically the petitioners and staff work of organizations and provide security guarantee of petition and petitioners. So it is necessary and operable to design and implement the online petition management system.Based on the petition status of Changle. this paper made requirements analysis and gave the requirements specification of the system; and then this paper presented the system architecture and the module design. Based on the design architecture, this paper presented the implement of the system. This paper mainly concentrated on the implement of the letters receiving module, includes:automatic classification and duplication filtering for letters; automation and informatization of letter management; automated submit for application, automated transmit for information and automated generation for supervised letter; automated data statistics and classification, and the seamless integration with public software based on the interface provided. The system realized the diversity management, automated information publishing, customized information and multi-level user management.The deployment and use of the online petition management system could greatly improve the working efficiency. It could classify letters more clearly, process the petition more smooth, define responsibility more explicitly, and make petition channel more conveniently, which provide the masses with satisfaction.
