Abstract

Bidding is one of the best modes of operation in which commodity trading activities and also in common international economic instruments.Since 1980s,bidding system had been introduced in our country step by step.It makes bidding more and more popular,and the scope of it is more and more widely,and the functions of bidding are also becoming more and more obviously.The critical part of the bidding is use the reasonable bid-evaluation ways to choose the selected company by the optimization.But in real life, the application of the law and the force of the law restraint were not enough,and the phenomena that are violating the law and principle occur from time to time,and the persons who are calling for tenders are easy to suffer from the economic loss.Therefore, this paper analyzes the indicators which affect the bid-evaluation and relate to the legal factors,and integrates the legal factors into the bid-evaluation system,and then restrains the effective indicators by law.The method that integrates the legal factors into the bid-evaluation system acts on the ruling of the bidding and the deducing the venture of the bid-evaluation.Firstly,this paper studies the theory of the bidding rules and practical operations deeply and systematically,and analyzes the indicator of the bid-evaluation and the legal factors which affect the whole bid-evaluation in detail.And on the basic of the studying and analyzing above,this paper constructs not only a bid-evaluation indicator system which integrates the legal factors but a multi-stage and multi-index bid-evaluation model which integrates the legal factors,and analyzes the venture of every indicator of the bid-evaluation,and assesses the multi-factor venture of the bid-evaluation model which integrates the legal factors,and restrains the major indicators of the bid-evaluation system by law in the process of the assessment,and at last,this part not only can manifest the feasibility of the bid-evaluation method which integrates legal factors by using the simulation results of one project example,but also can deduce the venture which is because of being illegal in the whole process of bid-evaluation effectively.Finally,the paper establishes an assessment model of owner satisfaction degree based on all kinds of ventures in course of bidding assessment to evaluate synthetically candidate bidders,and gives a solution of the model of satisfaction,and testifies the results of the model is accurate and feasible by using the simulation results of one project example.
