Abstract


In the report of the 17th Meeting of the National People’s Congress, President Hu Jintao pointed out that the scientific development content was:“The first prerequisite of the scientific development concept is development; The core of the scientific development concept is people-oriented;The basic requirements of the scientific development concept is comprehensive、coordinate and sustainable and the fundamental method of the scientific concept of development is integration”. The advanced nature of Communist Party of China can be driven from both the dynamic state and static state:From the perspective of the static state,the advanced nature of the Communist Party of China lies in itself , mainly refers to the fields of ideology, organization, institution and style;From the perspective of the dynamic point,the party’s advanced nature resides in the periods,it has different tasks with the times changed. In the new era, the exemplification of the advancement construction of CPC is embodied in the party measures to govern the country—the scientific development concept.The relationship between the scientific development concept and the party’s advanced nature is dialectical and unified. The scientific development concept is the guide theory of the advancement construction of CPC,it provide the theoretical guidance, value of the coordinates, tasks of the times for the party’s advanced nature, while the party’s advanced nature is the practice needs for the scientific development concept.As the CPC is not only the founder and proposer of the scientific concept of development,but also the leader and executor of the scientific concept of development.The scientific development concept is in the guiding role for the building of the advancement construction of CPC, it mainly reflects as follows: The scientific development concept enriches the party’s development philosophy; sublimates the Party’s governing philosophy; improves the Party’s governance; enhances the Party’s ability to govern; changes the concept of the Party’s political achievement.In Corresponding with the contents mentioned above, the advancement construction of CPC also Plays a significant role in promoting the implementation of the scientific development concept. It provides style protection, organization protection and system protection for the scientific development concept as so on.The scientific development concept gives greater impute to the advancement construction of CPC while raises higher demands for it, that enable the advancement construction of CPC to make innovation and development: establish a people-oriented inner-party democracy mechanism; all-round development inner-party operating mechanism; coordinated development inner-party harmony mechanism and sustainable development inner-party long-term mechanism.
