May 20th,2011,the State Council released《The official reply of the adjustment of administrative division of Changsha City on Hunan Province》,it make clear on "Agree with the revocation of Wangcheng County, set up Wangcheng district". The Policy marked a new stage of Wangcheng social economic development and a great historical opportunity transformation and development of Wangcheng. The social economic transformation and development put forward the new requirements on the regional spatial structure. The regional spatial structure must adjust the need of social economic development, the development of social economic and the evolution of regional spatial structure exist Complementary, constantly optimize, adjust and adapt to each other.The study analyzes the current features and the problem of the Spatial structure of Wangcheng, the advantages and disadvantages of"repeal-county-and-set-up"policy. The paper analyzes the driving factors of the space location of Wangcheng in Changsha City and even the Changsha-Zhuzhou-Xiangtan city group and the evolution of spatial structure of Wangcheng. The paper put forward measures and suggestions of the space structural optimization program in Wangcheng.The paper mainly discusses the ideas as below. There are both advantages and disadvantages on "repeal-county-and-set-up". The main reason of "repeal-county-and-set-up" is Changsha urban spatial expansion, the internal requirements of balancing urban and rural development and layout, the administrative means of improving urban and rural and disorderly competition. On the other hand, "repeal-county-and-set-up"policy greatly weakened the independent power of Wangcheng, reduced the enthusiasm, initiative and flexibility in some degree. Under the background of "repeal-county-and-set-up", optimization of spatial structure in Wangcheng must abide by train of thought that is "Strengthen the consciousness, foster the development of polar nuclei, open up the gateway node, link development space, grasp the resource conserved and environment friendly society requirement, Conform to natural features, Respect for the law of development, reveal new features of the city". We must around the target of "Regional coordination, integration of urban and rural, high efficiency and intensive, ecological and livable and sustainable development", and construct the overall pattern about "one river-two sides-three district, one center-two area-multiple point, one master center- Two secondary center-Radiation, transverse groove joint sector". On implementation strategy of spatial optimization, we must insist the idea of guiding in classification and highlighting the characteristics, giving prominence to Point-axis drive, Strengthening the focus on supporting, Constructing the main channel of " run-through first, then connection, gradually formed network", following the coordinated and orderly, advance steadily time sequence.We should insist on the development strategy of "Prominent Metro-Extension by Point axis- Layered progressive-Network development-Integration of urban and rural area" at the spatial development of the whole district. And we must take the following measures to promote the optimization of spatial structure in Wangcheng. Firstly, we should dock capital Changsha actively to balance urban and rural development.Then, we should arrange the government investment project scientificly, implement project-led strategy to guide the layout of urban space rational, promote the new model of urbanization strongly to construction the urban space With the optimization of structure, rational layout, coordination function, distinct characteristics.The third, we should take the policy of "Aggrandizement industry development and expand industrial park", innovation investment mode, carry out implementation of cultivated land in investment to make the development of industrial garden area reasonably, protect environment and use the urban space intensively.
