The rapid developing personal housing mortgage loans of commercial banks has become a major financing to purchase houses for Chinese people since the state had stopped welfare housing from 1998. And because of its reliable security, stable income, lower risk, personal housing mortgage loans are preferred by all kinds of financial institutions. The proportion of financial institutions’credit structure is rising. According to statistics, Although the personal housing mortgage loan business is considered a low risk, profitable and stable credit product from the beginning, but with the consideration of the actual situation of domestic commercial banks personal housing mortgage loans, along with the rising house prices and price bubbles in some areas, the potential risks of personal housing mortgage loans have gradually emerged. Therefore, in the current market environment, the effective identification of commercial banks personal housing mortgage loan business risks and the causes is helpful for commercial banks to make targeted risk prevention measures to safeguard the normal operation of the business of commercial banks, which is critical for the stability of commercial banks’development and maintain financial system stability. In this context, with the author’s years of experience for the operations and management of personal housing mortgage loans, this article described the risk causes of China’s commercial banks personal housing mortgage loans in detail from the non-systemic risk and systemic risk. Systemic risk analysis focus on macroeconomic policy and economic changes, real estate price fluctuations, interest rate changes and other risks of the impact of housing mortgage loans, non-systemic risk focus on the following three aspects:the borrowers (credit risk, the risk of repayment ability, the risk of repayment will, prepayment risk), the developers (credit risk, the development of quality real estate and "unfinished" risk) and commercial banks (moral hazard, operational risk, post-loan risk, collateral risk). On the basis of comprehensive analysis of the causes of the personal housing mortgage loans risk, with the author’s working practices in front-line work for commercial banks, to a city commercial bank, for example, this article completed an empirical analysis of the personal housing mortgage loans risk of commercial banks. At last this paper analyzed the causes of "fake mortgage" business risk individually. In the part of the research in risk control measures, the author proposed commercial banks mortgage risk control measures from the following nine aspects:to improve personal credit information system, to strengthen the review and supervision of the developer, to strengthen the bank’s own operational risk prevention, to understand and implement national housing policies correectly, to strengthen cooperation and access management of institutions and mortgage programs, to strengthen the collateral management, to improve risk diversification and disposal measures. At the same time, this artical presented a number of possible preventive measures which were strong operational for the "fake mortgage" business risk.
