Abstract

At present,the societyhas been informationized,the way of working,the lifestyle and the methods of management has met great changes along with the arrival of the informationization period.In each kind of social economy information,80% is geography space position related,therefore the geography information’s production,the management and the application had already become important information industries.Globally,the people are using each method to collect, integrate and use geography information resource.The geographic information system(Geographic Information System,GIS for short),as an important tool, technology and subject to collect,process,manage,and analyse geography spatial data,has met widespread attention and rapid development in recent years around the whole world,which is playing an influential role in social economy domain’s each aspect day after day.Our country is vast in territory,the application of geography spatial information is widespread,.To develop the geography information service industry of our country is to certainly promote the economical informationization,the maintenance of national security,the readjustment of the economic structure.The geographic information system(GIS) software is the core of geography information service industry.To develop domestic GIS software product industry of our country vigorously,will not only strengthen our country’s technological innovation ability, obtain the GIS key technologies,seize the GIS software market,but also can enhance the national synthesis competition strengthGIS as a newborn industry,emerges early in the Western developed countrys. In 1963,Canada has established the first geographic information system(CGIS) in the world.Afterwards,US,Australia,Europe,Japan and Brazil also established respective geographic information system one after another.Those nations above are engaged in the GIS research and development quite early,the GIS technology has developed quite quickly in these countrys,and have already formed a huge GIS software product industry.The domestic GIS software product industry of our country,from the acquisition of the technology,to the development of the industry,has experienced more than 20 years until now,may also divide into the following three stages roughly:.Ⅰ.The first stage-the preparatory stage(the early-1980s-the late 80s)In the early-1980s,GIS was introduced into our nation as a frontier technology. Taking the establishment of the first national GIS laboratory-which is in the Remote Sensing Applied Research Institute,Chinese Academy of Science-as the symbol, at that time the GIS research mainly concentrated in the scientific research institution and the institutions of higher learning,was mainly for studies of the technology and fosters the talent primarily.,,which had laid the foundation for the development of GIS in our country.Ⅱ.The second stage-the forming stage(the early-1990s-the late 90s)In our country’s the ninth 5-year plan and the tenth 5-year plan,the country will develop the domestic GIS software product industry,has been integrated into the national science and technology plan.Nowdays,there have been emerging a batch of GIS software product companies which have the intellectual property rights of our own,brought up a large quantities of outstanding middle-aged technology backbone,expanded the GIS application domain,and had formed our country’s domestic GIS software industry initially.Ⅲ.The third stage-the fast development stage(from the 21st century)From the very beginning of the 21st century,our country domestic GIS software product industry marches into the full scale development stage.The domestic GIS software products have covered from the foundation platform to the specialized software’s entire product line,and has had the competitive ability with overseas similar softwares.The industry begins to take shape,the market application expanded unceasingly and entered the fast development phase.Our country domestic GIS software product industry is also at this stage at present.Although our country domestic GIS software product industry is behind the Western developed countrys,on the background of economic globalization,the technical integration,and under the help of our government,the domestical GIS software product industry is developing rapidly,making rich progress,the domestic GIS software product market share has surpassed 50%,the industry has been able to form the scale to expand unceasingly,emerge a batch of high technology and new technology enterprise.The acquisition is based on the joint efforts of our government,the society,and the GIS enterprises,and the support from our government has essentially played a very important role in our country domestic GIS software product industry.The development of GIS software product industry requires a lot investment,especially to the development of the technology and the formation of the basic data.Just because of the support from our government,the domestic GIS software product industry have thus got the proper environment to develop.At present,the scale of domestic GIS software product industry has expanded greatly,the reserve of capable people and technology has the suitable scale.But, because the development of domestic GIS software product industry in our countrydevelopment is lagging behind those developed nations,the industrial development is not mature,the GIS software industry services structure was not still perfect.The main restricts on domestic GIS software product industry of our country mainly displays to be the lacking of leading enterprise,the shortness of core technologies innovation ability,and the low degree of data sharing.Ⅰ.The first shortage-lacking the enterprises of rallying and international competitive brandAfter several years development,our country has formed a batch of enterprises which have had initially got the competitive ability with overseas colleague.They have complete intellectual property rights of some GIS software products,the market share already more than half.But,we still lack those enterprises which has the rallying point and international competitiveness brand in the battle against overseas well-known enterprises,we don’t have the brand superiority.Ⅱ.The second shortage-lacking the ability and the idea in GIS frontier technologyAt present our country domestic GIS software product,have had the intellectual property rights,from the foundation platform to the application development,the product line was already completed.But in high-end,frontier technology domains and such others product system,we still follow overseas enterprises primarily.This will restrict our domestic GIS software product development greatly,because who eagerly anticipates the technical development,who occupied the market.To follow the national policy may help the domestic GIS software product enterprises expand in certain times,but if we don’t have our own technology,we will be lagging behind other nations always.Ⅲ.The second shortage- to gain the spatial data still difficult,the market application quite weakAlong with the rapid development of our information technology,the restrics from software and hardware to the GIS system becomes weaker and weaker,which has provided a very good opportunity to the middle and small scale GIS enterprise and the users,but to gain the geography spatial datas has become the bottleneck of the GIS application success.In the actual operation,the government Functional departments can obtain these data very easily at very low cost,but numerous middle and small scale enterprises and users are limited greatly.This will not favor the development of the entire domestic GIS software product industry.At present,domestic GIS software product industry is facing both the opportunity and the challenge.In global economic and technical integration,the market competition which domestic GIS software product industry have to face is getting intense day by day.How to speed up the advancement of domestic GIS software product industry,and promote better application of GIS system,will need the joint efforts from the government,social and the domestic GIS software product enterprises.To do so,requires the following several aspects:Ⅰ.The first aspect,the government should strengthen both in cultivation and guidance to the domestic GIS software product industry,playing more important role in aspects of policy guidance,research and development support,and technical guidance as well.Ⅱ.The second aspect,as the domestic GIS software product enterprises continue technological innovation and development independent brands,we should transform from scientific research to the marketa,strengthen the management both in business and human resources. Ⅲ.The third aspect,the GIS institutions of our country,should unify the tidal current of GIS development,training more high-tech GIS personnel who is strong both in theory and practical ability.At the same time,we should display the scientific research superiority,establishe GIS base,participate in the development of the GIS industry.
