Abstract


Ancient China used to lead the world, for a long time in politics, economy, culture, science and technology, and other aspects have made very great achievements. Especially in science and technology, the ancient Chinese of the world science and technology development and the progress of human society contribution. In China about over two thousand feudal history of the science and technology achievements is brilliant, especially in the tang and song dynasties, was far more impact is much overseas. In promoting the modern western capitalism has an important role in the development of papermaking, printing, compass, powder is ancient Chinese science and technology the typical representative of brilliant.However, in Qing dynasty, China’s technique developed on the basis of western learning policy. Now Europe has become the world’s science and technology center, European countries technology development the other countries far behind, standing in the science and technology on high ground overlooking the other countries. In the process of communication technology, always follow a simple and basic rule, this is the development of the society depends on technology power pushed, but poor countries to develop must vigorously absorbing and introduce advanced national science and technology. Also in this demand is under happen through a certain way of science and technology by the advanced countries to poor countries of the spread of phenomenon. The scientific and technological level of countries should take active behind the technology import policy from the developed countries, this is technology development learning behind the national science and technology development shortcuts. Therefore, China to study western science and technology policy is due to age, is the trend of The Times.This paper states the study background, objective, meaning, content, method, thread. This paper reviews the study of other scholars, which is the base and start point of the study. This paper studies the passive technology introduction policy in early and middle Qing dynasty. This paper study the technology policy of Westernization Movement. This paper studies the new policy in late Qing dynasty. This paper analyzes the policy in Qing dynasty.There are 4 characters of the technology of Qing dynasty. Firstly, the government lead the technology introduce. Nowadays, government’s administration about technology introduce is important. And government’s administration is common in the world, which is efficient in modern society. The policy should be adapted to the rules of technology. Secondly, technology introduce from western country. The govern encourage people introduce technology, and continue to develop the technology. Thirdly, the practical of introduced technology. Technology can develop the production and increase the profit. Fourthly, technology policy are part of the political. Technology lead to political incident or political incident lead to technology. Fifthly, the people know the importance of technology and care more about technology.The development of technology of Qing dynasty is on the base of western learning, and was affected by the technology policy of Qing Dynasty. A great lot of modern technology was introduced to China in Qing dynasty. Reform of technology policy are made by Qing dynasty in Reform Movement of 1898, Westernization Movement, the New Policy in late Qing dynasty, which accelerated the development of technology. Nowadays, most of the technology of China are fall behind western countries and technology introduction is still the efficient way to accelerate the development of technology. It is important and meaningful to study the technology policy of Qing dynasty, which can be helpful to the reform of technology system of China.
