Abstract


The establishment of a social security system for the poor , disabled and vulnerable groups, the elderly and the unemployed provides the life-support system , as an important system in the whole social system . Due to differences in national cultural background , political structure and economic characteristics in the development process , and gradually formed the different characteristics of the social security system . But the original aim , the ultimate goal of the social security system is always to protect the right to life of the citizens , safeguard social stability and promote social and economic development . As the social security system , social pension insurance strongest involve the most extensive one system , the deposition of contradictions up the masses of most concern , the most in need of legal adjustment problems . It is related to the vital interests of every worker and his family , has a positive impact on the stability and development of the community as a whole . Do a good job in the old-age insurance will help to ensure the reproduction of the labor force , will help improve the workers' enthusiasm for production , is conducive to social stability and development . Only continue to reform and improve the pension insurance legislation in order to give full play to the role of the main features of the social security system of pension insurance , in order to better promote other auxiliary protection function appearing and role play , and ultimately improve the overall function of the social security system , to promote the integrity of the entire social security system and improvement . Article proceed from the basic concept of the pension insurance system , the use of comparative research , to analyze the advanced countries in the world of old-age insurance system and legal norms , which proved an important position in the entire social security legal system of pension insurance law , and its impact on important effect of China's socialist market economy . The article at this stage the status of legislation and legislative defects of the old-age insurance , build and perfect the legal system of old-age insurance legislation, law enforcement , judicial and legal culture in all directions , the legislative proposals . Through this study , can cause more experts and scholars on the importance of old-age insurance legislation and explore , to speed up the process for the introduction of old-age insurance law .
