Abstract


Finance, financial power and financial capital is an important foundation of the country running is a weapon \The majority of dereliction of duty, corruption in all levels of administrative officials and the government financial abuse of the right are inseparable. In modern democratic rule of law society in the public finance perspective , how the regulatory system of Government Financial the right ? How existing conditions , timely and effective regulatory system of Government Financial the right ? Of the current financial system produce of these problems fully reflect the current financial power system defects. The emergence of these problems have their specific institutional reasons , including the deficiencies in the system of administrative management system , financial system and tax administration system and the transfer payment system . If you do not carry out the necessary institutional reform and adjustment , it will be difficult to effectively address the distribution of financial relations between our government , which will bring to the construction of China's market economy and constitutional process of democratization hinder . Administrative Law is called the \At the same time , improve the regulatory power to run through the administrative procedures to reach a consensus in the academic community . At the moment, the administrative law scholars in China are very strong demands for administrative procedures legislation to strengthen the construction of administrative procedures to standardize administrative rights to a certain degree of social consensus and theoretical foundation . Administrative act is an open and transparent hearing system for the use of citizen participation in administrative and so is the performance of the rule of law . Therefore, I believe , should strengthen the control of the financial powers in the administrative proceedings , lawful and reasonable administrative procedures to ensure that the scientific expenditures of the fiscal funds ; sound scientific and democratic decision-making system , the equalization of public services , fully meet the public interest of .
