The world has more than 150 different sizes of vessel traffic management system. In 1948 the British port of Liverpool first port radar combined with wireless telephone guide the ship in the fog in success. Since then, many marine countries follow. Until the mid 60’s, many European big harbor estuary, including the port of Rotterdam, port of Hamburg, London, has built a harbour radar system, radar chain covering the entrance channel and port, the ship traffic volume increases greatly, traffic accidents decreased significantly. Radar system function gradually expanded, from fog navigation to circadian surveillance, navigation from consulting to the traffic management and the berth allocation, become an organic part of port management. This is the first generation of vessel traffic management system. In order to further prevent accidents at sea, especially preventing tanker accident caused by water pollution, vessel traffic management system applications to 70 time has grown to international channel, the majority of coastal areas, offshore development zone.
